Are rules made to break?

Recently when I was passing by sitting in an auto I happened to see something that really made me think for a while as to why rules have to be made? The thing that dissapointed me was that a traffic police inspector was going on his official motorbike along with three other people at his back!Isn't triple riding prohibited?? If the ones who are appointed to look after the strict follwing of rules behave like this what will be the condition of others??..... ......ARE RULES MADE ONLY TO BREAK????
