Canadian Nobel Prize winner and economist William Vickery suggests that a tender should be signed with the second highest bidder, and not the highest one. It takes nothing more than common sense to acknowledge that the highest bidder will compromise with quality to keep the cost minimum. Recently my teacher astonished me with a similar theory. He advocated a new plan for the voting mechanism in India.
Let's imagine a situation where every voter has two votes- one positive and one negative. The voter can now select one candidate he wants to win, and one he definitely doesn't want to win. To appreciate this idea, let’s take a hypothetical constituency where there are 3 candidates and 100 voters. The results are as follows-

What we see is astonishing! The so-called-winner, having maximum positive votes looses out to a candidate who adapts a middle path. Now imagine this model being deployed in a large scale, where politicians who flirt around with communalism and castism are defeated by leaders who are more liberal and work for overall growth! Hatred based politics will banish!
